The Mod version on your server (0.70) doesn't have built-in DoS protection which blocks most of these lagspikes.
Let me try to explain why this happens. They are reflection DoS attacks: using your server to flood another server (to "amplify the attack"). This happens because the sender is sending spoofed packets (small packets) requesting the game state, you normally get a lot larger packet back containing the data (getstatus). The attacker is sending a spoofed packet (with the IP of the server they want to DoS) and thus the game server replies to this packet sending a lot of data since the attacker sends about ~1000 packets in a second.
We "fixed" this in newer Mods (>= 0.71) by limiting the getstatus packets to 20 requests per second. Still, the data gets received resulting in some "weird walking" instead of the massive yellow spike. But after a while the attackers will stop, since the server won't flood the destination server anymore, which results in the server being lag free again.
Hope this helps understanding the lag spikes on some servers.

The crashbug was the only thing @ new release, other than that, newer is better.
